Why not plain L-ascorbic acid?
Plain ascorbic acid is effective but unstable, it oxidises to orange within weeks and can sting. 3-O-ethyl ascorbic acid is a stabilised form that stays potent in the bottle and is gentler on skin.
Morning or night?
Morning, under sunscreen, that is when antioxidant protection matters most. It is fine at night too.
